In a hearing marked by urgency and mutual understanding, the Orissa High Court on Thursday directed the Nabarangpur Institute of Allied Medical Science to submit all pending compliance documents by 5 PM on October 23, 2025, for renewal of its No Objection Certificate (NOC) to run the GNM Nursing course for the 2025–26 session. The Court noted that the matter was already covered by an earlier order issued on October 16, 2025, concerning a batch of similar petitions from other nursing institutions.
Background
The case was heard by a Division Bench comprising Justice Manash Ranjan Pathak and Justice Mruganka Sekhar Sahoo. The petitioner institute, represented by Advocate Gopal Prasad Jena, sought direction against the Odisha Nurses & Midwives Registration Council (ONMRC) and the State authorities after its NOC renewal application faced rejection due to certain “deficiencies.”
During the proceedings, it was brought to the Court’s attention that the ONMRC had already issued a notification on October 17, 2025, asking all nursing institutions to rectify their shortcomings and submit compliance by October 23 at 5 PM. The institute informed the bench that it was ready to file all required documents by the given deadline to avoid losing its seats for the coming academic year.
Court’s Observations
The Bench referred to its earlier ruling in W.P.(C) No. 24404 of 2025, which dealt with identical issues concerning rejected or pending NOC renewals for nursing colleges across Odisha.
Quoting from that order, the Bench recalled:
“All institutions whose NOC renewals were rejected shall comply with deficiencies by 23rd October, 2025. No further time shall be granted for submission.”
The judges also took note of the ONMRC’s responsibility to process the compliances promptly, observing that “authorities like the fire department and other approving bodies must act expeditiously, given the approaching admission deadline of October 31.”
The Court emphasized that the academic calendar cannot be disturbed due to procedural delays and directed the regulatory bodies to ensure swift evaluation once institutions submit their compliance.
Decision
In disposing of the petition, the Court reiterated that the case would be governed by the October 16 order, meaning the institute must finish its compliance submission by 5 PM on October 23. The bench recorded the petitioner’s assurance to do so and took the ONMRC’s October 17 notification on record.
The order concluded with the direction that parties may act upon the official website copy for immediate steps and that an urgent certified copy be issued as per the rules.
With that, the High Court effectively reaffirmed a uniform framework for all nursing institutions in Odisha seeking timely renewal of NOCs for the 2025–26 academic year.
