The Delhi High Court has agreed to urgently hear a Public Interest Litigation (PIL) seeking an investigation by the National Investigation Agency (NIA) into the July 20 "Sansad Chalo" protest connected with the NEET paper leak issue. The petitioner has alleged that the demonstration was not an ordinary student protest and has sought an independent probe into the circumstances surrounding the event.
A Division Bench comprising Chief Justice D.K. Upadhyaya and Justice Tejas Karia accepted the request for urgent listing and fixed the matter for hearing on July 24, 2026.
Urgent Mention Before the Court
The petition was mentioned before the Bench by Advocate Barun Kumar Sinha, appearing for petitioner Satish Kumar Aggarwal, a former Vice-President of the Akhil Bharat Hindu Mahasabha.
During the mentioning, counsel submitted that the protest had caused significant disruption in Delhi. He argued that several roads remained blocked, affecting commuters and daily movement across the city. On hearing the submission, the Bench agreed to take up the matter the next day.
What the PIL Alleges
The PIL claims that although the protest was projected as a movement concerning the NEET examination controversy, it allegedly expanded beyond that issue. According to the petitioner, the events of July 20 require investigation by a specialised agency to determine whether there was any organised planning, external influence or unlawful coordination behind the demonstration.
The plea also seeks transfer of all FIRs registered by the Delhi Police in connection with the protest to the NIA or another competent investigating agency. It further requests identification of persons allegedly responsible for incidents of violence, obstruction of public movement, damage to property and interference with emergency services, if established during investigation.
The petition additionally refers to the participation of certain activists and political figures and raises allegations regarding possible foreign links and funding. These are assertions made by the petitioner and have not been examined or accepted by the Court.
Court's Response
The Bench confined itself to the question of urgent listing and did not make any observations on the truth or correctness of the allegations contained in the PIL.
As recorded in the petition,
"The so-called protest is not, in substance, a genuine protest by students."
The Court has not expressed any opinion on this claim.
The Delhi High Court directed that the PIL be listed for hearing on July 24, 2026. No notice has been issued and no findings have been recorded on the merits of the petition at this stage.
