The Delhi High Court has directed the Central Bureau of Investigation (CBI) to issue a Red Corner Notice through INTERPOL against Adeeshwar Singhal to secure his presence before the Court in compliance with its orders, including previously issued non-bailable warrants (NBWs). The order was passed by a Division Bench comprising Justice Navin Chawla and Justice Ravinder Dudeja on September 18, 2026.
The Court was hearing CONT.CAS.(CRL) 10/2025 and CONT.CAS.(CRL) 5/2026, the matters were before the Court on its own motion. The proceedings are criminal contempt proceedings over allegations of threatening judges and making scandalous and abusive remarks against them, and the Court was considering steps to secure the respondent’s compliance with its earlier orders, including previously issued non-bailable warrants (NBWs).
Singhal appeared virtually before the Bench. The Court recorded that he had again made allegations which it described as unfounded.
The Union Government informed the Court that Singhal had last travelled outside India in August 2024 to Italy and had not returned to India thereafter. His whereabouts were stated to be unknown, and his Indian passport had expired on August 24, 2025. A Look Out Circular (LOC) had also been issued against him. However, the Court was informed that the LOC, by itself, might not be sufficient to secure his presence despite the NBWs already issued.
The Bench directed the CBI to issue the Red Corner Notice through INTERPOL.
The Court also directed the Ministry of External Affairs to inform the concerned US authorities about the NBWs, the expired passport and the IP address previously used by the respondent to join proceedings. A police report had identified that IP address as belonging to Gilroy, California, United States.
"Given the above, we direct the Central Bureau of Investigation to issue a Red Corner Notice through INTERPOL against the respondent for securing his presence in compliance of our orders, including the NBWs."
The Delhi Police Cyber Cell was further directed to inquire into the IP address used by Singhal to join the proceedings virtually on the day of the hearing. The matter has been listed for December 9, 2026, for reporting compliance. The Court again directed the respondent to appear in person on the next date.
The Delhi High Court directed the CBI to issue the INTERPOL Red Corner Notice and directed the Ministry of External Affairs and Delhi Police to take the steps specified in the order concerning the respondent’s whereabouts and virtual appearance.
