The Delhi High Court on April 7, 2026, expressed strong dissatisfaction with the Government of NCT of Delhi (GNCTD) for failing to constitute a Grievance Redressal and Dispute Resolution Committee despite earlier directions.
Background of the Case
The matter arose in Mahesh Kumar Yadav vs Manish Kumar Gupta & Anr., where the petitioner appeared in person seeking compliance with earlier court directions.
Previously, through an order dated February 2, 2026, the GNCTD had informed the Court that steps were underway to notify the committee after obtaining approval from the President of India.
However, during the latest hearing, it was revealed that the proposal-initiated as far back as September 22, 2025 was returned from the Minister’s office on March 23, 2026, requiring reconsideration.
Hearing the matter, Justice Sachin Datta noted the prolonged delay and lack of efficiency in the process.
The Court was informed that a fresh proposal had been resubmitted on March 25, 2026, after addressing earlier observations.
Expressing concern, the bench observed that the authorities had failed to act in a timely manner despite clear judicial directions.
“The Court is constrained to express its dismay at the tardy and inefficient manner in which the GNCTD has proceeded in the matter,” the order recorded.
The judge further emphasized that such delays undermine statutory compliance and administrative responsibility.
Taking a firm stance, the Court directed the GNCTD to complete the process of constituting the committee within three weeks from the date of the order.
It also issued a caution: if the directions are not complied with, the Secretary of the Urban Development Department will be required to appear virtually in the next hearing.
The Court granted a final opportunity to the GNCTD to ensure compliance within the stipulated three-week period and listed the matter for further hearing on May 12, 2026.
