The Delhi High Court on Thursday sought a status report from the Delhi Police on a plea filed by Aam Aadmi Party (AAP) worker Sahib Singh, who has alleged that Delhi Deputy Chief Minister and PWD Minister Parvesh Verma assaulted him during a road inspection in West Delhi on September 27, 2026.
Justice Sachin Datta heard the matter and issued notice to the respondents. The Court also took note of the objection raised on behalf of the respondents that the petition was not maintainable.
Background
According to Singh's petition, he was accompanying Tilak Nagar MLA Jarnail Singh during an inspection of road construction work along the Outer Ring Road. Singh says he was recording the proceedings on his mobile phone when a confrontation allegedly took place with Verma.
Singh has alleged that Verma slapped him and that his mobile phone, containing video footage, was forcibly taken and damaged. He has further alleged that people accompanying the minister assaulted and threatened him.
He initially approached Vikas Puri police station. A non-cognisable report (NCR), meaning a police record of a complaint for which arrest generally cannot be made without further legal process, was subsequently registered under Section 115(2) of the Bharatiya Nyaya Sanhita. Singh has contended that the NCR did not cover the full scope of his allegations.
Singh has sought protection for himself and his family, preservation of CCTV footage and other electronic evidence, and an independent investigation into his allegations. He has also sought preservation of relevant CCTV footage, police records and digital material relating to the incident.
The petition states that Singh later received threatening calls and messages and sought an inquiry into their source. It further requests that the investigation be handled by an independent team or, alternatively, by a judicially supervised committee headed by a former High Court judge.
The High Court directed the Delhi Police to file a status report on the matter. The Court also recorded the respondents' objection regarding the maintainability of the plea.
The matter is to be heard next in November.
