The Delhi High Court has expanded the focus of a petition concerning accessibility features in the film Pushpa 2: The Rule, observing that the issue raised extends beyond one movie and concerns meaningful access to films for persons with disabilities.

Background of the Case
The petitioner, appearing in person, sought accessibility features such as audio description, same-language closed captioning and Indian Sign Language in cinemas, OTT platforms and other formats.
He argued that persons with visual and other disabilities continue to face difficulties in accessing films on an equal footing. According to the petition, accessibility was sometimes limited to selected theatres and could depend on an application process that itself may not be accessible.
The respondents informed the Court that the concerns specifically relating to Pushpa 2: The Rule had already been addressed and appropriate measures had been taken.
Court’s Observation
The petitioner clarified that his grievance was not confined to Pushpa 2 but related to accessibility of films generally. He submitted that persons with disabilities continue to encounter similar difficulties with other films.
The Court, after hearing the parties, noted the “wider implications of the grievance raised” and considered it appropriate to give all concerned stakeholders an opportunity to discuss the broader issue and seek a workable solution.
Court Decision
The Court directed that a joint meeting of all stakeholders, including the petitioner and respondents, be convened within one week to deliberate on the broader concerns regarding accessibility of films.
The stakeholders were directed to work towards an appropriate and workable resolution, with a decision to be taken within two weeks thereafter.
The matter has been listed for September 11, 2026, awaiting the outcome of the decision.
