The Rajasthan High Court has declined to grant a doctor’s request to use his changed name for Medical Officer recruitment until the discrepancy in his educational records is corrected. Justice Anoop Kumar Dhand disposed of the petition while allowing him to approach the authorities again after the necessary corrections.
Background
The petitioner, Jai Gurjar, had earlier been known as Jai Shri Ram. The Rajasthan Government published a Gazette notification on June 4, 2026, recording his changed name. He subsequently approached the Rajasthan University of Health Sciences (RUHS) and the Rajasthan Medical Council (RMC) to update his records.
RUHS issued an office order on September 30, 2026, directing SMS Medical College, Jaipur, to issue his MBBS migration certificate under the name “Jai Shri Ram alias Jai Gurjar”. His application for correction before the RMC was also showing the status “Approved By Registrar”.
However, the respondents opposed his request, arguing that his educational documents continued to bear his former name and that the discrepancy needed to be resolved before the requested relief could be granted.
After hearing both sides and examining the record, Justice Dhand noted that RUHS had already issued directions concerning the migration certificate. The Court observed that the certificate could be issued with the clarification linking both names.
However, the Court did not direct the authorities to permit his participation in the recruitment process under the changed name or to revise his medical registration certificate immediately.
The Court held:
“ This Court is of the considered opinion that until and unless the name of the petitioner is corrected in the school/college documents, the relief sought for in the instant writ petition cannot be granted to him.”
It further clarified the next step available to the petitioner:
“The petitioner would be at liberty to approach the respondents again for carrying out the aforesaid necessary correction in his name. In case, his name is rectified in the school/college documents by the Rajasthan Board of Secondary Education and RUHS, the same may be thereafter furnished to the concerned authorities for doing the needful.”
The High Court disposed of the writ petition, granting the petitioner liberty to approach the authorities again after the necessary corrections in his educational records. It expressly clarified that it had not directed any authority to change his name in educational documents or registration certificates.
The authorities remained free to process his application in accordance with law.
