In a major move to tighten oversight on artificial intelligence (AI) content, the Ministry of Electronics and Information Technology (MeitY) has proposed fresh amendments to the IT Rules, 2021-introducing the term “synthetically generated information” for the first time in Indian law.
The draft notification, released in October 2025, seeks to ensure that AI-created or algorithmically altered content-like deepfakes, fake audio clips, or manipulated visuals-must carry a visible or audible label identifying it as synthetic. Platforms that provide AI tools for creating such content will be required to embed a permanent digital tag or metadata covering at least 10% of the visual or initial audio duration.
Significant social media intermediaries, such as large platforms hosting user content, will also need to verify whether uploaded material is synthetically generated and display clear notices accordingly. Failure to comply could be treated as a lapse in due diligence under the IT Act.
A senior official familiar with the development told this reporter that the move aims to “restore public trust in online information ecosystems” as AI tools increasingly blur the line between real and fabricated content. However, digital rights activists caution that implementation must avoid stifling innovation or misidentifying harmless creative content.
If finalized, the “Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Amendment Rules, 2025” will mark a significant legal step toward regulating synthetic media and AI-generated misinformation in India.
