The Chairperson may at any time with the previous
sanction of the Council,--
(a) lay out and make new public streets;
(b) construct bridges and sub-ways;
(c) turn or divert any existing public street; and
(d) lay down and determine the position and direction of a street or streets in any part of New Delhi notwithstanding that no proposal for the erection of any building in the vicinity has been received.
