(1) No ship on any voyage shall
carry or attempt to carry passengers in contravention of section 220 or shall have on board or in any
part thereof a number of passengers which is greater than the number set forth in the certificate of
survey as the number of passengers which the ship or the part thereof is fit to carry on that voyage.
(2) If the master or any other officer of any ship which carries or attempts to carry passengers in contravention of section 220 is a licensed pilot, he shall be liable to have his licence as a pilot cancelled or suspended for such period as the Central Government may, by order, specify.
