(1) The erection of any building on either side of a new street may be
refused by the Commissioner unless and until such new street has been levelled
and wherever in the opinion of the Commissioner practicable, metalled or paved,
drained, lighted and laid with a water main to his satisfaction.
(2) The erection of any such building or the execution of any such work may be refused by the Commissioner if such building or any portion thereof for such work comes within the regular line of any street, the position and direction of which has been laid down by the Commissioner but which has not been actually constructed or if such building or any portion thereof or such work is in contravention of any building or any other scheme or plan prepared under this Act or any other law for the time being in force.
(2) The erection of any such building or the execution of any such work may be refused by the Commissioner if such building or any portion thereof for such work comes within the regular line of any street, the position and direction of which has been laid down by the Commissioner but which has not been actually constructed or if such building or any portion thereof or such work is in contravention of any building or any other scheme or plan prepared under this Act or any other law for the time being in force.
