Section 40

Power to Make Rules

40. (1) The State Government may, by notification in the Gazette, make rules to carry out the purposes of this Act.
(2) Without prejudice to the generality of the foregoing powers such rules may provide for all or any of the following matters, namely:-
(a) the terms and conditions of the office of the members as required by subsection (4) of section 3 and sub-section (3) of section 6;
(b) the form and manner in which notice under sub-section (1) of section 18 and sub-section (2) of section 20 shall be published;
(c) the manner in which notice under sub-section (1) of section 19 shall be published;
(d) any other matter which is to be or may be prescribed or in respect of which provision is to be or may be made by rules;
(e) the officers staff for the Parishad may be taken from any of the Departments on the basis of deputation for a minimum period of 3 years and maximum period of 5 years with the approval of the State Government;
(f) the Parishad must follow the general rules and guidelines issued by the Government, for all departments from time to time for bringing transparency and ethical work.
