The State Government may, by notification in the Official
Gazette, constitute a Tribunal consisting of the President (being a person who is holding or has held
any judicial office not lower in rank than that of City Civil Court Judge or District Judge for a period of
not less than five years) and a person who is holding or has held an office not below the rank of Deputy
Director of Town Planning and a person who is holding or has held office not below the rank of
Superintending Engineer to Government.
