Except in matters arising out of 1[clauses (i), (ii), (iv), (v) and clauses (vii) to (xiii@/i2) (both inclusive) of sub-section (6)] of section 72, every decision of the Arbitrator shall be final and conclusive and binding on all parties including the Planning Authority.
