(1) At any time within 60 days from
the date of the sale, application may be made to the 1[Divisional Commissioner,]
to set aside the sale on the ground of some material irregularity or mistake in
publishing or conducting it.
(2) But a sale shall not be set aside on that ground unless the applicant proves to the satisfaction of the 1[Divisional Commissioner] that he has sustained substantial injury by reason of the irregularity or mistake.
