Subject to the provisions of this Act, the rent of a tenant may be fixed, commuted, abated or enhanced only, -
(a) by registered agreement;
(b) by decree or order of a revenue Court;
(c) by a compromise filed in a suit or proceeding, provided that such compromise is filed in the Court which is competent to fix, commute, abate or enhance the rent.
