Delhi Police has arrested two Lucknow University law students in connection with an incident that disrupted proceedings inside the Supreme Court during a hearing held on July 10, 2026. The arrests followed an FIR registered on the complaint of Supreme Court security personnel after one of the students, appearing as a petitioner-in-person, allegedly used abusive language, threw papers inside the courtroom and disrupted the hearing.
Background
The case arose from a Special Leave Petition filed by Prabal Pratap Singh, who had challenged an April 2026 judgment of the Allahabad High Court. The matter was listed before a Bench of Justice K.V. Viswanathan and Justice Alok Aradhe.
According to Delhi Police, Singh, a 24-year-old third-year law student at Lucknow University, was accompanied by Chander Bhan, a 23-year-old second-year law student, who was also arrested during the investigation.
Police said an FIR was registered at Tilak Marg Police Station based on the complaint of Supreme Court security staff regarding the events that unfolded inside Court No. 13.
At the beginning of the hearing, instead of advancing legal arguments, the petitioner addressed the Bench by asking it to direct registration of an FIR against a police officer in Lucknow. Responding to his remarks, the Bench questioned his manner of addressing the Court.
According to the police, the petitioner then allegedly threw papers inside the courtroom and used objectionable language, leading security personnel to intervene. Investigators have also alleged that he obstructed court staff while they attempted to restore order.
Police further stated that both accused were medically examined at the Institute of Human Behaviour and Allied Sciences (IHBAS), where they were reportedly found mentally fit. Investigators also claimed to have recovered pamphlets containing objectionable language during the investigation.
Despite the disruption, the Bench chose not to initiate separate action against the petitioner.
Justice K.V. Viswanathan observed,
“We do not propose to take any action against him.”
After examining the case on merits, the Court found no ground to interfere with the Allahabad High Court's decision and dismissed the Special Leave Petition.
Meanwhile, following the FIR, a Delhi court remanded the two accused to police custody for further investigation.
