Gujarat High Court Issues New SOP for Virtual and Hybrid Hearings

The High Court of Gujarat has released a revised Standard Operating Procedure (SOP) for conducting Virtual and Hybrid Hearings. This update, dated August 7, 2025, comes after an oral order passed by the Court on June 30, 2025, in Criminal Miscellaneous Application (Contempt) No. 12821 of 2025 (Suo Motu). The SOP aims to streamline and secure the digital hearing process.

"Virtual and Hybrid hearings are treated as full judicial proceedings, and the same decorum must be maintained as in physical courts."

This new circular supersedes all previous SOPs, including the one issued on February 20, 2024 (Circular No. ITC/234/2024).

Key Highlights of the Revised SOP:

1. VC Joining and Waiting Room Rules

The VC joining links will be available in daily cause lists, on the High Court website, Telegram channel, and email.
Participants will first enter a waiting room, and the Court Master will admit them after verifying their display name (which must start with the serial number and name).

"Without the proper display name, no participant shall be allowed entry into the hearing."

2. Proper Attire Mandatory

Lawyers must wear professional court attire. If not, the Court reserves the right to deny participation. Litigants and parties must also dress appropriately.

3. Maintain Court Decorum

Participants must log in from a quiet and suitable location (not vehicles) and keep their camera on.
They should be attentive and avoid using multiple devices to prevent echo or disturbances.

4. Microphone and Conduct Rules

All microphones should remain muted unless the case is called. Misuse or disturbance can lead to being muted or removed.

5. No Unauthorized Recording

Recording of hearings is strictly prohibited under the Gujarat High Court (Live Streaming) Rules, 2021.

6. In-camera Hearings

For sensitive matters, access may be limited to involved parties only.

7. Misconduct Leads to Removal

Any indecent behavior or breach of decorum may result in immediate removal from the session and possible further action.

"Failure to comply with the directions shall invite contempt of court proceedings."

8. Court Master's Role

The Court Master plays a key role in maintaining the flow and discipline during VC hearings by admitting, muting, or removing participants as required.

9. Advocates to Guide Clients

Lawyers must ensure that their clients also follow all these VC guidelines strictly.
