Subordination of Committees to Instructions of Municipality and Compliance with Requisitions of Municipality

(1) Every committee including Wards Committee shall conform to any instructions that may from time to time be given to it by the Municipality. No committee can approve any scheme or expenditure from the municipal fund unless it has already been approved in the annual budget or supplementary budget passed by the Municipality. The Municipality may, at any time, call for any extract from any proceedings of any committee, and any return, statement of accounts or report concerning or connected with any matter with which any committee has been authorized or directed to deal, and every such requisition shall without unreasonable delay, be complied with by the committee so called upon. (2) Every resolution passed by a committee appointed under sections 54 and 55 shall be subject to revision by, and open to appeal to, the Municipality in accordance with rules that may be framed by the Municipality in this behalf
