When two or more persons agree-
(a) to commit or cause to be committed any offence under this Act, or
(b) 1* * * * to commit a breach or a condition of a licence, permit, pass or authorization,
each of such persons shall, on conviction, be punished with 2[imprisonment for a term which shall not be less than three years but which may extend to five years or with fine which shall not be less than twenty-five thousand rupees but which may extend to fifty thousand rupees] or with both.
