The Delhi High Court has directed the National Testing Agency (NTA) to issue duplicate NEET-UG scorecards to medical graduates who had lost or misplaced their original scorecards, allowing them to complete the documentation required to appear in the Foreign Medical Graduate Examination (FMGE) scheduled for October 31, 2026.
Justice Jasmeet Singh passed the directions on September 24 while dealing with a batch of petitions filed by medical graduates whose FMGE applications remained incomplete because their NEET-UG scorecards were unavailable.
Background
The petitioners were seeking their NEET-UG scorecards so that they could participate in the upcoming FMGE. Under the examination schedule, applications had to be submitted by September 25, while deficiencies in documents could be corrected until October 21.
During the hearing, the NTA referred to its public notice and office memorandum dated September 17, 2026, which prescribed the procedure for obtaining duplicate scorecards. The original procedure included an affidavit on non-judicial stamp paper, a police report in cases involving loss or theft, and attestation of photographs by a Gazetted Officer or the head of the institution.
The Court noted that requiring the petitioners to complete all these formalities at the last moment could create difficulties given the importance of the FMGE to their professional careers.
“I am of the view that since the petitioners are preparing for their examination which is crucial for their career prospects as doctors, it will not be possible for them to comply with all the aforesaid formalities at the last minute.”
The Court therefore modified the documentation requirements for these petitioners. They were required to submit a duly filled application, a self-attested affidavit concerning the loss of the scorecard, two recent photographs, government-issued identity documents, available admit card or registration-slip details, proof of payment and a self-attested indemnity-cum-affidavit.
The Court also recorded NTA's statement that the prescribed fee could be deposited through NEFT. The petitioners were directed to submit their applications and documents within seven days, following which NTA was directed to generate the scorecards within the next seven days.
The Court further permitted the petitioners to send a letter expressing their desire to appear in the October 31 FMGE, which NBEMS was directed to treat as sufficient compliance and a valid application.
“All the deficiencies shall be rectified by the petitioners by 21.10.2026 till 11:55 p.m.”
The Court clarified that the directions applied only to the present petitioners and that, from the next examination onwards, the September 17 notification would apply.
With these directions, all the petitions and pending applications were disposed of.
