The Delhi High Court has directed the Delhi Government to present a live demonstration of its digital hospital management platform and the ICU bed monitoring application after reviewing a status report on healthcare digitisation. The Court also expressed concern over reports that advanced medical equipment at the Delhi State Cancer Institute was lying unused due to a shortage of trained staff.
Background of the Case
The matter was heard in a batch of public interest petitions concerning the functioning of government hospitals and healthcare services in Delhi. During the previous hearing, the Court had asked the Government of the National Capital Territory of Delhi (GNCTD) to submit a status report on steps taken to improve hospital administration.
An affidavit filed by the Deputy Secretary, Health and Family Welfare, informed the Court that the NextGen e-Hospital Management Information System (HMIS) had been implemented in 38 government hospitals. The government also stated that 14 digital modules, including outpatient, inpatient, laboratory, radiology and medical records services, had been deployed. The Court was further informed that real-time ICU bed information is available through the Delhi ICU Beds Saarthi mobile application, which is currently being upgraded.
Taking note of these submissions, the Bench observed that a practical demonstration would help assess the functioning of the digital platforms. It directed,
"Let a live demo be organized for the Court, of both the NextGen e-Hospital Management Information System and the daily 'ICU Beds Saarthi' application."
The Bench directed the GNCTD to arrange the live demonstration on the next date of hearing and asked officials from at least two of the 38 hospitals to join the proceedings to explain any implementation challenges. It also instructed the Delhi Government to respond to concerns regarding non-functional equipment at the Delhi State Cancer Institute and directed a senior administrative official of the institute to remain present during the next hearing.
