The Kerala High Court has decided to take a closer look at concerns relating to facilities and infrastructure for devotees visiting the famous Kottiyoor Temple in Kannur district. Hearing a writ petition filed by two petitioners, the Division Bench observed that the issues raised required deeper examination before any final decision could be made.
Background of the Case
The petition sought directions for providing essential facilities to pilgrims, including rain shelters, sanitation facilities, separate changing rooms for women, medical aid centres, drinking water and safer pathways. The petitioners also highlighted concerns regarding traffic congestion, crowd management, parking shortages, road access and environmental protection.
According to the petition, lakhs of devotees visit the temple during the annual Vaishakha Mahotsavam festival, placing significant pressure on the existing infrastructure.
Court’s Observations
The Bench noted that Kottiyoor Temple is located in an environmentally sensitive area within the Kottiyoor Wildlife Sanctuary and near the Bavali River. The Court observed that religious practices at the temple have traditionally coexisted with ecological concerns through the use of temporary and eco-friendly structures.
Referring to records placed before it, the Court took note of challenges such as traffic congestion, waste management, crowd regulation, safety during monsoon conditions and inadequate parking facilities.
“The issues raised in the Writ Petition concern environmental protection, forest conservation, wildlife management, public infrastructure, crowd regulation, and pilgrimage administration,”
the Bench observed.
The Court also referred to recommendations made in a report by the National Institute of Technology regarding sustainable development measures, including parking facilities, bio-toilets, temporary structures and improved crowd management systems.
Decision
Considering the nature of the issues involved, the Kerala High Court suo motu added the Ministry of Environment, Forest and Climate Change, senior forest and wildlife officials, the Kerala State Pollution Control Board, the Local Self Government Department and the Kottiyoor Grama Panchayat as additional respondents in the case.
The Court directed the concerned authorities to obtain instructions regarding measures that could address the difficulties faced by devotees and ordered that the matter be listed along with a connected petition on July 3, 2026.
