The Madhya Pradesh High Court at Jabalpur has issued a non-bailable warrant against Smt. Usha Parmar, Collector, District Panna, after she failed to enter appearance through counsel or file a compliance report despite receiving notice.
The contempt petition, CONC No. 7054 of 2025, was before Justice Vivek Jain. Notice had earlier been issued on December 4, 2025. The order records that the sole contemnor neither entered appearance through counsel nor filed any compliance report.
The Court also noted that the Collector had written to the Registry acknowledging receipt of the contempt notice and stating that an officer from the Establishment Branch had been appointed as the contact officer.
The Court observed:
"It indicates that the sole respondent has got information of the contempt petition but in the classic indifference to the judicial process and to the contempt jurisdiction of this Court, she has sent a letter to the Registry of this Court informing that she has received the notices of the contempt petition and has deputed an officer to do the needful, thereafter nothing has been done by the respondent."
The High Court held that issuing a non-bailable warrant was necessary to secure the respondent’s cooperation and compliance with the Court’s order. It directed that the warrant be executed through the Superintendent of Police, Panna, and ordered the respondent to appear before the Court on September 30, 2026.
