In a significant ruling, the Delhi High Court has directed the inclusion of Dragon Boat Racing as a competitive sport in the upcoming Khelo India Water Sports Festival. The festival is scheduled to take place at Dal Lake, Srinagar, from August 21 to 23, 2025. The decision, delivered by Justice Sachin Datta on August 12, 2025, comes as a relief to the petitioner, Dragon Boat India and Traditional Sports Federation, which has long advocated for the sport’s recognition in domestic events.
Background of the Case
The petitioner, recognized internationally by the International Dragon Boat Federation (IDBF) and the Asian Dragon Boat Federation (ADBF), argued that Dragon Boat Racing has been excluded from multiple Khelo India events despite its growing global footprint. The sport was featured in the 19th Asian Games in Hangzhou and the 6th Asia Beach Games in Sanya, China, underscoring its international legitimacy.
The court noted that previous attempts to include the sport in the Khelo India Beach Games 2025 were thwarted due to logistical constraints. The Ministry of Youth Affairs and Sports (MYAS) had cited late requests and administrative challenges as reasons for exclusion. However, the court emphasized that these hurdles should not overshadow the sport’s potential.

Justice Datta highlighted that Dragon Boat Racing is deeply rooted in India’s cultural heritage, particularly in the Northeast and South, aligning with the Khelo India program’s goal to promote traditional sports. The court issued specific directions:
- The MYAS must coordinate with the Union Territory of Jammu & Kashmir to include Dragon Boat Racing as a competitive sport in the upcoming festival.
- The petitioner will supply all necessary infrastructure and technical support without burdening the host state.
- This inclusion is provisional and does not grant the petitioner any long-term rights or claims for future recognition or funding.
The judgment underscores the importance of nurturing emerging sports with international recognition.
