The Madras High Court on Saturday directed St. Peter’s Medical College Hospital and Research Institute in Hosur to immediately fix deficiencies flagged by Tamil Nadu Dr. MGR Medical University before seeking inclusion of 100 additional MBBS seats in the upcoming third round of counselling. The direction came after the college sought a writ to compel the Selection Committee to update its seat matrix as per the latest approval from the National Medical Commission (NMC).

Background

The case arose when the NMC, through its letter dated September 25, 2025, allowed St. Peter’s Medical College to raise its MBBS intake from 150 to 250 seats. Despite this approval, the increase was not reflected in the state’s ongoing medical counselling conducted by the Directorate of Medical Education.

Represented by its Dean, the college argued that it had completed all necessary formalities, including obtaining consent of affiliation from the university earlier in January. However, the Selection Committee continued with the counselling based on the old seat count, leaving out the additional 100 seats even in the second round.

“The students are losing valuable time, and the institution is suffering despite full compliance,” counsel Abishek Jenasenan submitted, urging the court to direct authorities to act before the third counselling round begins.

Court’s Observations

Justice N. Anand Venkatesh, who heard the matter, took note of the tight schedule of medical admissions and the two rounds of counselling already completed. The bench observed that the petitioner’s request could only be considered if the university confirmed that the required standards were fully met.

The Tamil Nadu Dr. MGR Medical University, represented by Additional Advocate General J. Ravindran, informed the court that inspections had revealed several shortfalls. “The inspection team identified issues like missing Tamil Nadu Medical Council registrations for some faculty, absence of a walk-in cooler in Pharmacology, lack of a child care centre, and missing central incineration plant,” the AAG said. He added that until these were rectified, the provisional affiliation for the increased seats could not be granted.

The court remarked, “It will suffice if a direction is issued to the petitioner institution to rectify the above defects and inform the same to the second respondent. On being satisfied, the university shall grant provisional affiliation.”

Decision

In a measured order, the bench disposed of the writ petition with clear instructions. The college must rectify the listed deficiencies and report compliance to the university. Once the university verifies and grants provisional affiliation, it should promptly inform the Selection Committee, enabling inclusion of the additional 100 MBBS seats in the third round of counselling.

With that, the court closed the petition, saying, “No costs,” and instructed that the order be uploaded immediately to prevent further delay in the admission process.
