The Allahabad High Court criticized the Meerut District Magistrate (DM) for displaying a "lack of compassion" and "incompetency" in handling the compensation plea of Rajneeta, an acid attack survivor. The bench of Justice Shekhar B. Saraf and Justice Vipin Chandra Dixit mandated urgent action to resolve the 12-year delay in providing additional compensation under the Prime Minister National Relief Fund (PMNRF).
Background
Rajneeta, a victim of a brutal acid attack in 2013 during a road construction dispute, suffered 100% disability with severe burns to her eyes, face, neck, and chest. While she initially received partial compensation, her mounting medical expenses for reconstructive surgeries far exceeded the amount provided. Despite a 2024 directive from the Union Home Ministry to the Meerut DM seeking documents to process additional relief of ₹1 lakh, the authorities failed to respond, leaving Rajneeta in financial and emotional distress.
“Authorities are required to fulfill their primary duty to serve the people, especially ones disabled by egregious acts of violence. We expect far more alacrity and empathy from State officials.”
The High Court issued strict deadlines to rectify systemic apathy:
- Meerut DM Compliance: Submit required documents (medical reports, FIR) to the Union Government within one week.
- Union Government Action: Process and disburse ₹1 lakh compensation within six weeks of receiving documents.
- State-Wide Reform: The Uttar Pradesh government must issue a circular to all DMs to prevent future delays in victim compensation cases.
The Registrar (Compliance) was directed to communicate the order to the Principal Secretary (Home) and the Union Home Ministry’s Women Safety Division.

The judges highlighted the “extremely alarming” indifference toward acid attack survivors, emphasizing that delays worsen trauma. They underscored the state’s duty to act swiftly for victims of gender-based violence.
“The cost of surgeries and medical aid exceeds the compensation provided. It is imperative to ensure timely relief.”
Rajneeta’s case was supported by NGO Brave Souls Foundation (founded by acid attack survivor Shaheen Malik) and advocates Mohammad Iliyas and Danish. The court’s order sets a precedent for enforcing accountability in bureaucratic processes.
