The Rajasthan High Court has widened the scope of a public interest litigation (PIL) concerning crop procurement at the Minimum Support Price (MSP), directing the Food Corporation of India (FCI), Krishi Vikas Sahakari Samiti, and Rajasthan State Co-operative Marketing Federation Ltd. (RAJFED) to be made parties in the case. The court said the issues raised affect farmers across the state and require attention from both the State and the Union governments.

Background of the Case

The PIL was filed by Rampal Jat, who alleged that farmers are being denied procurement of eligible crops such as maize (makka), bajra, moong, and chana despite meeting prescribed standards. According to the petition, this forces cultivators to sell their produce below MSP, causing financial losses.

A Division Bench comprising Acting Chief Justice Sanjeev Prakash Sharma and Justice Maneesh Sharma observed that the matter is of "grave public importance."

"Prima facie, submissions made at the Bar reflect the genuine grievance of the farmers. It is the duty of the welfare State to see that the farmers' crops are sold in a manner that they are able to sustain their livings."

The court directed the concerned respondent to file a detailed affidavit explaining the steps taken for MSP procurement and whether authorities have any discretion to refuse purchase of eligible crops. It also sought status reports and suggestions from the State Government, while directing the Additional Solicitor General to obtain instructions from the Union Government and FCI.

The High Court issued notices to FCI, Krishi Vikas Sahakari Samiti, and RAJFED and listed the matter for 30 July 2026. It also made it clear that no further time would be granted for filing replies, warning that the concerned officer must remain personally present if compliance is not made.
